3. User Responsibilities
You agree to provide accurate and truthful information when using our services. You are responsible for maintaining the confidentiality of your account information.
4. Intellectual Property
All content on the website, including text, graphics, logos, and software, is owned by ChelseaRecruits.com or its licensors and is protected by copyright laws.
5. Limitation of Liability
We are not liable for any indirect, incidental, or consequential damages arising from the use of our services or website.
6. Privacy
Your use of our services is also governed by our Privacy Policy.
7. Termination
We reserve the right to suspend or terminate your access to our services at our discretion, with or without cause.
8. Governing Law
These Terms shall be governed by and construed in accordance with the laws of Kingston, St. Andrew, Jamaica.
9. Changes to Terms
We may revise these Terms at any time by posting updated versions on our website. Continued use of services after changes constitutes acceptance.
10. TAP+ Teacher Programme - Terms & Conditions of Agreement
This Agreement is made between Chelsea Recruits Jamaica Ltd (CRJA), a company duly registered in Jamaica and licensed by the Ministry of Labour and Social Security (MLSS), and the undersigned Applicant participating in the TAP+ Teacher Programme for overseas teaching placement.
a. Scope and Purpose
CRJA provides recruitment and placement facilitation services to connect qualified Jamaican teachers with overseas educational institutions. CRJA is not the employer abroad and is not a party to the employment relationship between the Applicant and the host institution. CRJA operates strictly under the Employment Agencies Regulation Act (1957, as amended) and the relevant MLSS Regulations governing overseas employment.
b. Duration
This Agreement shall take effect from the date of signing and remain in force until:
• The Applicant has successfully completed the overseas placement; or
• The Agreement is terminated in accordance with the provisions herein.
c. Fees
In accordance with the MLSS Regulations, the Applicant agrees to pay the following fees to CRJA:
• A Registration Fee, IF APPLICABLE, not exceeding J$2,500, which must be paid in full prior to:
o Any referral to overseas employers; and o Participation in interviews arranged by CRJA.
• A Placement Fee, IF APPLICABLE, not exceeding J$45,000, which must be paid at the time of issuance of any placement offer or signing of the placement agreement with the overseas employer. NOTE: CRJA WILL CLEARLY STATE IN ADVANCE OF ANY PROGRAMME PURCHASE IF A PLACEMENT FEE IS PAYABLE.
• Any Training or Ancillary fees, including TEFL Tycoon accredited training or preparation services, shall be charged at CRJA’s discretion and specified in the Applicant’s individual invoice or online payment schedule. ALL PROGRAMME TRAINING FEES ARE NON-REFUNDABLE.
CRJA shall provide the Applicant with an invoice/online receipt clearly setting out the fees due and the timeline for payment(s).
d. Refund Policy
Refunds shall be processed in accordance with:
• The written policies stated in the Applicant’s invoice or payment schedule; and
• Any mandatory provisions required by the MLSS.
Where the Applicant is refused entry or visa, or where a placement is cancelled for reasons outside the Applicant’s control, CRJA shall refund no less than seventy-five percent (75%) of the Placement Fee, in accordance with the Employment Agencies Regulation Act and related MLSS overseas employment regulations.
No refund shall be issued where visa refusal or placement cancellation results from the Applicant’s:
• Misrepresentation, falsified documentation, or non-disclosure;
• Criminal record or background check issues;
• Missed deadlines, failure to attend interviews, or non-responsiveness;
• Withdrawal after signing documentation or receiving an offer; or
• Breach of the programme requirements.
Registration fees are non-refundable under all circumstances.
Training fees, including TEFL Tycoon fees, are non-refundable once training access has been granted or instruction has commenced.
e. CRJA’s Responsibilities CRJA agrees to:
1. Verify the legitimacy and suitability of overseas employers.
2. Provide pre-departure orientation and visa guidance to the Applicant.
3. Facilitate communication between the Applicant and the overseas employer.
4. Ensure compliance with the standards and requirements of the MLSS.
CRJA does not guarantee employment, visa approval, length of employment, salary levels, or specific working conditions abroad.
f. Applicant’s Responsibilities The Applicant agrees to:
1. Provide truthful and accurate documentation (e.g., passport, academic certificates, police record, medical report).
2. Pay all fees on or before their due dates.
3. Attend scheduled interviews, training sessions, and briefings.
4. Comply with all immigration, legal, and employment regulations in the host country.
5. Conduct themselves professionally and uphold the reputation of Jamaica and CRJA.
Failure to comply may result in suspension or termination from the programme without refund.
g. Data Protection & Consent
CRJA may collect, store, and transfer personal data for lawful recruitment and administrative purposes in compliance with the Data Protection Act (2020). The Applicant consents to the transfer of relevant personal data to overseas partners and government agencies where required.
h. Limitation of Liability
CRJA shall not be held liable for:
• Personal injury, illness, loss, damages, or expenses incurred during overseas placement;
• Decisions or actions taken by foreign immigration authorities, host employers, or third parties.
CRJA’s liability shall be limited strictly to proven negligence in the provision of services under this Agreement.
i. Dispute Resolution
Any dispute arising from this Agreement shall be:
1. First submitted to the MLSS for mediation; and
2. If unresolved, referred to arbitration in Kingston, Jamaica, in accordance with Jamaican law.
j. Governing Law
This Agreement shall be governed by the laws of Jamaica, interpreted consistently with:
• CARICOM standards on worker mobility; and
• ILO Convention 181 concerning private employment agencies.
k. Indemnity
The Applicant agrees to indemnify and hold harmless CRJA, its officers, employees, and representatives against any loss, liability, penalty, legal cost, or damage arising from:
• The Applicant's breach of immigration, employment, or criminal laws in any jurisdiction;
• The submission of forged, false, or misleading documents;
• Any misconduct or behaviour resulting in reputational or financial harm to CRJA.
l. Force Majeure
CRJA shall not be held liable for delays, disruptions, or failures in the placement process or overseas employment caused by circumstances outside its reasonable control, including but not limited to pandemics, natural disasters, war, civil unrest, policy changes, employer insolvency, or transportation disruptions.
m. Employment Conditions Disclaimer
CRJA provides support and facilitation only. CRJA does not guarantee:
• Salary levels or earnings;
• Length or continuation of employment;
• Working conditions or workload;
• Housing, benefits, or allowances;
• Visa approvals or processing timelines.
All such matters are strictly between the Applicant and the host institution.
n. Non-Circumvention
The Applicant agrees not to engage directly with any overseas employer, school, agent, or partner introduced by CRJA for the purpose of securing employment or opportunities without CRJA’s written consent for a period of 24 months from the date of introduction. If breached, CRJA reserves the right to recover applicable placement and commercial fees.
o. Behavioural Standards & Programme Removal
CRJA reserves the right to remove the Applicant from the programme without refund where behaviour is deemed unprofessional, unlawful, or detrimental to the reputation of Jamaica, the host institution, or CRJA.
p. Acceptance & Execution
By signing this Agreement, the Applicant confirms that they:
• Understand and accept the terms herein;
• Have received a copy of the fee payment schedule or invoice; and
• Wish to participate in the TAP+ Teacher Programme facilitated by CRJA.
11. TAP+ Teacher Programme - Responsibilities of Applicants
Chelsea Recruits Jamaica Ltd (CRJA) operates as a licensed overseas employment agency under the Employment Agencies Regulation Act (1957, as amended) and the supervision of the Ministry of Labour and Social Security (MLSS).
All Applicants participating in the TAP+ Teacher Programme must comply with the responsibilities below. These obligations ensure professional conduct and MLSS compliance throughout the recruitment and placement process.
a. Eligibility & Documentation
The Applicant must:
Hold a Bachelor’s degree from an accredited institution;
Possess or be willing to obtain a TEFL/TESOL certificate (minimum 200 hours) prior to placement in any non-English-speaking country;
For certified teachers, hold a PGCE, Diploma in Education, or equivalent recognised teaching qualification;
Provide a valid passport, police record, medical certificate, and two professional references;
Supply authentic academic and professional documents.
Failure to submit valid documentation will result in suspension or removal from the programme.
b. Payment of Fees
The Applicant must pay:
The Registration Fee (J$ 2,500), IF APPLICABLE, prior to any employer referral or interview;
The Placement Fee (≤ J$ 45,000), IF APPLICABLE, at the time of signing the employment or placement agreement;
Any Training or Ancillary Fees (e.g. TEFL Tycoon or professional development courses) as invoiced/online payment.
Non-payment results in immediate removal from the programme and forfeiture of fees, as per CRJA terms and conditions.
c. Training & Certification
Applicants teaching in non-English-speaking countries must hold an accredited TEFL/TESOL certificate equivalent to the level 5 TEFL Tycoon course, prior to deployment.
Fully qualified teachers applying to teach in an English-speaking country — whether in a public, private, or international school setting — must present verifiable teacher registration or licensure issued by the relevant education authority.
All applicants must attend CRJA’s pre-departure orientation covering cultural awareness, professional expectations, and visa requirements (fees may apply).
d. Legal & Immigration Compliance
The Applicant must:
Comply with immigration and employment laws of the host country;
Provide truthful information to consular officers;
Maintain valid visa and work-permit status.
Any breach leading to denial, deportation, or repatriation is the Applicant’s responsibility.
e. Conduct & Professional Standards
Applicants must:
Maintain high ethical and professional standards;
Uphold Jamaica’s and the Caribbean’s reputation abroad;
Follow host-institution policies and lawful directions.
Unprofessional or unlawful behaviour will lead to removal from the programme without refund.
f. Communication Obligations
The Applicant shall:
Maintain prompt communication with CRJA before departure and during the initial months abroad;
Notify CRJA of any employment, address, or emergency changes within 48 hours.
g. Financial Responsibilities
Applicants bear responsibility for personal costs, including:
Airfare, visa fees, insurance, medicals, authentication, daily expenses, and housing;
Unless provided by the employer and contractually agreed.
CRJA is not liable for any of these costs, personal or incidental costs.
h. Confidentiality & Data Protection
Applicants agree to confidentiality and consent to the lawful processing of personal data under the Data Protection Act (2020) for recruitment and compliance purposes.
i. Programme Removal
CRJA may remove any Applicant without refund for breach of these responsibilities, provision of false information, unlawful conduct, or behaviour deemed damaging to CRJA’s or Jamaica’s reputation.
The MLSS will be notified as required.
j. Acknowledgement
By electronically signing (tick box) the Terms & Conditions of Agreement, the Applicant confirms understanding and acceptance of these responsibilities.
12. GIP+ Global Internship Programme — Terms & Conditions of Agreement
This Agreement is made between Chelsea Recruits Jamaica Ltd. (CRJA), a licensed overseas employment agency operating under the Employment Agencies Regulation Act, and the undersigned Applicant who wishes to participate in the GIP+ International Work Skills Programme (“the Programme”).
By signing this Agreement, the Applicant acknowledges, understands, and accepts all terms and conditions governing programme participation, as well as all legal obligations established under Jamaican law and MLSS oversight.
a. Programme Purpose and Scope
The GIP+ Programme provides structured overseas internship opportunities for eligible Jamaican and CARICOM nationals. CRJA facilitates:
Pre-departure Work Skills training
Employer referral
Interview coordination
Visa documentation guidance
Pre-departure orientation
Welfare monitoring
CRJA is not the employer abroad and is not party to any employment or internship contract between the Applicant and the host institution.
b. Eligibility Requirements
To participate in the Programme, the Applicant must be:
A Jamaican or CARICOM undergraduate student; or
A recent graduate (normally within 12 months of completion); or
An early-career professional accepted through CRJA’s eligibility screening
All Applicants must successfully complete CRJA’s International Work Skills Programme Level 1.
c. Fees, Payments, and Financial Conditions
The Applicant agrees to pay all applicable fees as required by CRJA.
1. MLSS-Regulated Fees
The following fees are governed by Jamaican law:
Registration Fee, IF APPLICABLE: J$2,500 (non-refundable)
Placement Fee, IF APPLICABLE: Up to J$45,000
Refund of the Placement Fee shall follow Regulation 10(2) of the Employment Agencies Regulation Act:
A minimum of 75% of the Placement Fee shall be refunded where visa refusal, entry refusal, or placement cancellation occurs for reasons outside the Applicant’s control.
2. No Refund Where the Applicant Is at Fault
No refund applies where refusal, cancellation, or withdrawal results from:
Failure to attend interviews
Non-responsiveness
Misconduct or breach of programme rules
Submission of false, misleading, or incomplete information
Voluntary withdrawal after documentation has been submitted to an employer, consulate, or partner
Failure to comply with CRJA instructions
These conditions are fully consistent with Jamaican law.
3. Non-MLSS-Regulated Fees (Training & Skills Preparation Fees)
Fees for the International Work Skills Programme and other training modules:
Are separate from MLSS-regulated fees
Are charged at the discretion of CRJA
Become non-refundable once access is granted (due to immediate issuance of materials and accounts).
d. Documentation Responsibilities
The Applicant agrees to:
Provide accurate, complete documentation
Update CRJA with any changes
Submit documents by specified deadlines
Submission of falsified, altered, or misleading documents results in:
Immediate disqualification
Loss of all fees paid
Possible reporting to MLSS
e. Mandatory Participation in Training and Orientation
The Applicant must:
Complete all assigned Work Skills modules
Attend orientation and pre-departure sessions
Satisfy employer and host-country readiness standards
Failure to meet training requirements renders the Applicant ineligible for referral or placement.
f. Interview and Pre-Departure Obligations
The Applicant agrees to:
Attend all scheduled interviews
Follow CRJA preparation guidelines
Maintain professional communication
Unexcused absences may result in withdrawal from the Programme.
g. Immigration and Visa Compliance
CRJA provides guidance only. Visa decisions are made solely by consular authorities.
The Applicant must:
Comply with immigration rules of the host country
Provide truthful information to consular officers
Maintain valid visa status throughout the internship
Any denial or removal caused by Applicant behaviour is solely the responsibility of the Applicant.
h. Conduct and Behaviour Standards
The Applicant must adhere to high standards of conduct.
Unacceptable behaviour includes:
Illegal activity
Gross misconduct
Violation of workplace rules
Harassment, discrimination, or abuse
Actions bringing CRJA or Jamaica into disrepute
CRJA reserves the right to remove the Applicant without refund for serious misconduct.
i. Health, Safety, and Welfare Reporting
The Applicant must:
Notify CRJA within 48 hours of arrival
Provide accommodation and workplace details
Report workplace issues, safety concerns, or emergencies promptly
Failure to report may limit CRJA’s ability to support or intervene.
j. Financial Responsibilities Abroad
The Applicant is responsible for (unless stipulated in employer contractual agreement):
Airfare
Visa fees
Travel insurance
Housing and meals (unless provided)
Personal spending
Emergency funds
Medical expenses abroad
CRJA does not finance or reimburse these costs.
k. Data Protection & Consent
CRJA will collect, process, and share Applicant information as required for Programme administration, in compliance with the Data Protection Act (2020).
The Applicant consents to the sharing of information with:
Overseas partners
Employers and training institutions
Government bodies requiring verification
l. Programme Withdrawal and Removal
CRJA may withdraw an Applicant at any time if the Applicant:
Violates these Terms & Conditions
Fails to complete training
Becomes non-responsive
Provides false or misleading information
Acts in a manner inconsistent with Programme standards
Fails to comply with employer or host-country rules
No refund shall be issued in such cases.
m. Limitation of Liability
CRJA shall not be liable for:
Decisions made by consular authorities
Acts or omissions of overseas employers
Losses, injuries, or damages incurred abroad
Force majeure events (natural disasters, pandemics, unrest, etc.)
CRJA’s liability is limited to duties under Jamaican law.
n. Dispute Resolution
All disputes shall follow this process:
Written complaint to CRJA
If unresolved, escalation to MLSS for mediation
Failing resolution, the matter shall proceed to arbitration in Kingston, Jamaica, under Jamaican law
o. Governing Law
This Agreement is governed by:
The laws of Jamaica
The Employment Agencies Regulation Act (1957, as amended)
Any applicable MLSS policies or directives
p. Acceptance & Execution

Understand the fee structure and refund policy
Understand their legal obligations under Jamaican law
13. GIP+ International Work Skills Programme — Responsibilities of Applicants
RESPONSIBILITIES OF APPLICANTS
The following responsibilities apply to all applicants participating in the GIP+ International Work Skills Programme administered by Chelsea Recruits Jamaica Ltd. (CRJA). These responsibilities form part of the applicant’s mandatory compliance obligations and must be read together with the Terms & Conditions of Agreement.
Failure to observe these responsibilities may result in removal from the programme, loss of fees as permitted under Jamaican law, and reporting to the Ministry of Labour & Social Security (MLSS).
a. Accuracy and Completeness of Documentation
Applicants are responsible for providing full, accurate, and truthful documentation, including but not limited to:
Valid passport
Academic transcript, enrolment verification, or graduation letter
Curriculum Vitae (CV)
National Police Record
Two academic, professional, or character references
Medical report (where required by an overseas institution)
Any additional documents reasonably requested by CRJA or the host institution
Applicants must ensure that:
All documents are submitted within CRJA deadlines
No document is falsified, altered, or misrepresented
All information remains current and updated
Submission of false, misleading, or incomplete information will result in immediate removal from the programme without refund and may result in notification to MLSS.
b. Payment of Fees
Applicants must pay all required fees according to deadlines stated by CRJA. These include:
(i) MLSS-Regulated Fees
Registration Fee, IF APPLICABLE — J$2,500 (non-refundable)
Placement Fee — up to J$45,000, IF APPLICABLE Refundable up to 75% when cancellation results from reasons recognised under Regulation 10(2) of the Employment Agencies Regulation Act (e.g., visa refusal outside the applicant’s control) No refund where the applicant: withdraws voluntarily after documentation submission breaches programme requirements provides false information becomes non-compliant
(ii) Non-MLSS-Regulated Fees (Training & Preparation Fees)
These fees relate to the International Work Skills Programme and other preparation components.
They:
Are charged at CRJA’s discretion
Are separate from MLSS-regulated fees
Become NON-REFUNDABLE once access to training or materials is granted
Applicant Responsibility
Failure to make timely payments may result in:
Paused processing
Removal from the programme
Loss of fees already paid (as permitted by law)
c. Participation in Mandatory Training
Before (or concurrent to) being referred to any overseas employer or institution, applicants must:
Complete all required modules in CRJA’s International Work Skills Programme
Attend all scheduled training sessions (virtual or in person)
Submit assignments or assessments when required
Follow all instructions provided by CRJA trainers or programme coordinators
Non-participation or incomplete training will result in the applicant being deemed ineligible for placement.
d. Interview, Orientation, and Appointment Attendance
Applicants must:
Attend all scheduled employer interviews
Attend all CRJA pre-departure briefings and orientations
Respond promptly to scheduling messages
Prepare appropriately for employer interactions
Unexcused absences or non-responsiveness may result in disqualification.
e. Immigration and Host-Country Legal Compliance
Applicants must:
Comply fully with all immigration laws and visa requirements
Provide truthful information to embassies, consulates, and border authorities
Maintain valid visa status for the full duration of the internship
Any denial of entry or removal resulting from applicant misconduct or misrepresentation is the sole responsibility of the applicant.
f. Conduct, Behaviour, and Professional Standards
Applicants are expected to:
Uphold professional conduct at all times
Respect workplace policies, supervisors, local laws, and cultural norms
Represent Jamaica and CRJA positively
Avoid any behaviour that brings CRJA or Jamaica into disrepute
Examples of unacceptable behaviour include:
Illegal activity
Workplace insubordination
Harassment or discrimination
Gross unprofessionalism
CRJA reserves the right to remove the applicant from the programme without refund for serious misconduct.
g. Communication Requirements
Applicants must:
Respond promptly to CRJA communication
Update CRJA with changes in phone number, email, or address
Notify CRJA immediately of travel dates and flight itineraries
Contact CRJA within 48 hours of arrival overseas
Report emergencies, disputes, or safety concerns immediately
Failure to maintain communication may result in immediate removal.
h. Financial Responsibilities
Applicants are responsible for all personal expenses not covered by the host institution, as clearly stated in the Employment Agreement, including:
Airfare
Visa costs
Travel insurance
Meals and accommodation (if not provided)
Personal spending
Emergency funds
Medical expenses abroad
CRJA does not assume liability for personal costs incurred by applicants.
i. Confidentiality and Data Protection
Applicants agree to:
Treat information received from CRJA and host institutions as confidential
Permit CRJA to collect, store, and share necessary personal data for recruitment and placement purposes, in compliance with the Jamaican Data Protection Act (2020)
j. Programme Withdrawal and Disqualification
Applicants may be removed from the programme without refund where they:
Breach any responsibility listed in this document
Provide false or misleading information
Fail to complete mandatory training
Fail to attend scheduled activities
Engage in misconduct
Become unresponsive to CRJA communication
MLSS may be notified in cases of serious breach or concern.
k. Applicant Acknowledgement
By electronically signing (tick box) the Terms & Conditions of Agreement, the applicant confirms that they:
Have read, understood, and agree to these Responsibilities
Understand that compliance is mandatory
Accept that non-compliance may result in removal without refund
Understand that these Responsibilities are legally binding and form part of their participation in the GIP+ Programme.
